The latter function can only succeed if UFSHCD_EH_IN_PROGRESS is not set because resuming involves submitting a SCSI command and ufshcd_queuecommand() returns SCSI_MLQUEUE_HOST_BUSY if UFSHCD_EH_IN_PROGRESS is set.
